The crime occurred around 11:22 p.m. on Monday, July 14, while the police commander—who was off duty—was walking along the street. Video surveillance cameras captured the moment the uniformed officer was shot before crossing the street. Two men armed with assault rifles attacked him from a distance of about seven meters. The crime triggered a massive police mobilization to try to locate those responsible. Méndez Arreola, 48, was assigned to the Mexicali Valley. The crime occurred less than 18 hours after the head of the Public Security Directorate, Julián Leyzoala Pérez, resigned, and a couple of hours after Luis Felipe Chan Baltazar assumed the post for the second time. It was the latter who, in October 2024, appointed Méndez Arreola as sub-commander—specifically, as deputy director of operations.
