He was a member of the Radical Change party . He served as Ombudsman and member of the House of Representatives for Bogotá . Castro Caycedo was the younger brother of the well-known journalist and writer Germán Castro Caycedo . He was married to Patricia Pineda, with whom he had four children: María Consuelo, Camila, Carolina, and Juan Fernando. During his lifetime, he became a grandfather of three grandchildren. He studied Law and Political Science at Universidad La Gran Colombia . Initially affiliated with the Liberal Party , he was International Coordinator of Luis Carlos Galán 's presidential campaign and Secretary of Parliamentary and Governmental Affairs for the National Liberal Directorate. In the 1991 legislative elections, he was elected to the Colombian House of Representatives representing Bogotá for the 1991–1994 term. After completing his term, he served as Ombudsman from 1996 to 2000, during one of the most intense phases of Colombia's internal armed conflict . He was also Superintendent of Public Utilities, Superintendent of Family Subsidies, a member of the Board of Directors of the Colombian Institute of Family Welfare and of the Board of Directors of Prosocial. He was also a Captain in the Reserve of the National Army . In the 2006 legislative elections, he was re-elected Representative to the Chamber for Bogotá, this time for the Radical Change Party . In the Chamber, he chaired the Human Rights Commission. He died of a stroke on May 7, 2008 in Bogotá during a session of the Sixth Committee of the House of Representatives . Juan Manuel Hernández Bohórquez took his place.
